With the carbon dioxide canister, you will go to Dettos harpoon on top of a tower, place it in, and shoot it towards the big apartment building in front of the harpoon. This will pump out and give you the carbon dioxide canister at top of the little water pumping thing. The key is to have a hose that’s capturing the water coming in, as well as a hose that can take the water out. You will need to make this puzzle with the water pipes.
